I never had problems at agriculture, they check the label and waive me through.
I have Global Entry so I play the honest card. Many people do not and suffer the consequences of getting caught. Many do not declare and doesn't get caught.
You have the right to declare or not declare. YMMV
We always declare and about 2/3 of the time we got sent through agriculture. It's not the nicest thing to go through because it takes time. We still have to get all our bags through x-ray even though we already have all the food we have in hand already.
About the dragon boat festival dumpling - I recently realised that the HK version of it is a grand compared to what people made in other parts of China. I got one from a Chinese friend a couple of weeks ago and she made with only rice and red dade (frankly I didn't realise it was dragon boat festival).
