Better than the other way around. If the agent had mistakenly allowed non-precleared international arriving passengers into the departures concourse, the airline would have been subject to a huge federal fine AND the individual agent who made the mistake would have had a personal penalty too.
I'm sure it has happened on occasion, maybe not with AA but with some airline.
