That is smokeless powder, not black powder. You would think TSA could identify explosive with a label on them. After all, they say the ETD does not make mistakes, and they could not even read the label. Maybe they do not know the difference. 24 pounds is still a bunch. From the various brands and sizes, looks like someone had bought a bunch from someone or was moving a reloading set up. Still not good in the checked bag.
