I used to do a 2 hour connection at PHX which was achievable (although there were a few nervous moments and on one occasion a run round PHX to get back to the Terminal 4 check in desks...). This was 4/5 years ago and looking at the PHX flight on-time performance (or lack thereof) I wouldn't book anything less than a 3 hour connection.
