No chance.

Putting aside the lengthy recent delays that TBS mentions above, the PHX flight time is very tight against the planned block time. In simple terms, there is a high chance you will arrive after the scheduled arrival time.

I haven't personally had to wait in a queue at CBP, never experienced a Mexican flight landing before BA, but it is possible.

Once through CBP, it will take you about 20 mins to get from baggage reclaim, through Customs, along the corridor, up in the lift, along the corridor, through the revolving door and then downstairs to check in/ticketing, or through security to the gates.

Would definitely not recommend it.
