Yes, I was told that I was eligible and had met all the requirements. However, since the bonus didn't post, I was transferred over to Membership Rewards and that's when I was told about their interpretation of "applicant."
I was told the system automatically does it and the MR reps can't change it.
Fwiw, I was trying to get one of those 75k MR sign up bonuses for the Business Gold Rewards card.
