It will only work with Internet Explorer, not with Firefox, not Chrome or Safari, etc.
If you done this before, it sounded like and you haven't got up to the point of inputting CC info so that's not causing it to hang or freeze ...
Yeah, it was not playing nice with Chrome on my laptop and iPad that was the issue. Running it in IE (and disabling the pop-up blocker) fixed the issue and I just successfully put in a request for a $300 top-up.

EDIT: Successfully posted to my account yesterday. No need to pay extra for a VPN subscription on the mainland anymore.
