This is an ITA bug — they incorrectly represent certain fare classes as " business" when they're not.
In this case, SmartWings does publish a fare from PRG-RHO which has a $10 base fare and with fare class J, but a GDS will tell you that this is actually an economy fare. (ExpertFlyer provides a "cabin" column with "E" showing that this is not a business-class fare.)
I don't think SmartWings has a business-class cabin.
Similarly, ITA misrepresents the carrier Sky Work's booking class "P" as First; it's actually a coach fare. I reported this to them a couple of weeks ago.
