I think the "cardinals" come a knocking when you use AP with AMEX. He probably had a $1000 min spend. If I were him at that point I would've done $500 initial load, taken $400 out(max limit per day), then with the $100 balance added another $700 instead of $500. With the $500 + $500 load and $800 withdrawal he still has $200 balance after the 2 withdrawals. Might as well make it worth the points for $200 more.
