Snow sems incremental to the problem.
I suspect snow is at the root of the problem. By French standards, it seems it's pretty bad. most trains not running.

Looks like the OP's flight was significantly delayed and the people/employees who were supposed to be at the airport did not manage to make it, or at least to make it reasonably on time.

Driving into Paris on a snowy January Sunday earlier this year was an interesting exercise. Because it was Sunday, *and* people were scared, there was little traffic. No road cleaning to talk about. I am sure I scared a bunch of them even more when passing them at twice their speed.

Last year, there was a situation when a bunch of people abandoned their car on a freeway close to Paris and ended upon walking.
