It's probably best to go to the JR East Travel Service Center which is closer to the escalators from the arrivals level than Midori no Madoguchi which is just a ticket counter. Staff in the former are supposed to speak English. There's a Starbucks nearby if you have any time to kill before the next N'EX train.
