True no-fee ATMs?

Does such a thing still exist?

I'm not talking about no-surcharge ATMs for in-network cards (where they won't charge you a fee if you use an ATM that's part of the card's network). I'm talking about an ATM that doesn't charge a fee for anyone's card, regardless of the network.

There are a number of reloadable cards that can be unloaded at ATMs (once they have been registered). You often get one withdrawal a month without being charged a fee by the card company (for example, the blue, reloadable American Express prepaid card - these were so nice to buy at OD up until last weekend). But these cards are not part of any ATM network (at least none that I've been able to identify) so you still have to pay the ATM fee.

I've been looking for an ATM that does not charge a fee (for any card). I know these used to exist (a few years ago) but I have been unable to find one recently.

Have true fee-free ATMs vanished from the earth completely?
