EK will interline your bags even on seperate tickets. Do not do OLCI but show your SQ e-ticket at check in and ask them to interline your bags to Singapore and all will be fine.
They have interlined my bags onto other airlines on seperate tickets many many times without any issues and even print out BPs for those airlines although those airlines can not print out BPs for EK but will still interline.
THIS ^. EK Has always interlined my bags to SQ, no fuss at all. Plenty of people fly EK into SIN transiting to SQ flights (I've done it every year to DPS). They certainly have an agreement. If its 1 tkt, you don't even have to say anything but as pointed out above, if 2 tkts don't do OLCI for either carrier
