The explanation for this is long and boring but here it is anyway.
The BBC operates a few commercial websites on the domain bbc.com. The BBC's charter doesn't allow services funded by advertising to use the BBC name in the UK (hence why the BBC having a 50% stake in channels like Dave and Gold is OK but broadcasting the BBC World channel in the UK wouldn't be), for this reason these commercially funded services can't be shown to UK users.
