Where is your layover? If it's in EZE,
you can leave the airport on a 24-hour "free pass" if you have an onward ticket <24 hours later. If it's in GIG/GRU, you'll need a visa.
Or is the final destination EZE and the layover GRU? Because that makes more sense. People are going everywhere -- GRU, GIG, EZE, LIM, SCL.
