I've been in that seat a few times and have never been able to figure this out. In OLCI seat selection it shows up as a preferred seat, not EC. But on board, I can tell no difference from 23C or 23EF, all of which are EC. There is no limited recline, and it even has the gray EC headrest.

FWIW, though, I will still take row 27 over any of the EC rows on this aircraft whenever possible. Same recline and better legroom.
