This is never proper. They may not be able to enforce it, but flights can potentially be delayed. There can also be other limitations, e.g.:
* You cannot check you luggage to HKG. In the event they cannot allow you to bring your carry-on, you may have to dispose of it.
* Unless you are a resident in Taiwan, you need to have an outbound ticket. Otherwise they will not even let you board.
