As others have mentioned, new appointments open up. Unfortunately the only way to find out is to check (by trying to reschedule). I was able to reschedule at SFO and cut the wait time from two months to a week.
How does the reschedule work? Do you just click on the reschedule button and it offers up the first available slot? I completed my app on Sunday and received the conditional approval this morning. I'm booked for the first available appointment at SFO, which wasn't until November.
