On BA's website many BA-branded lounges are classified as "3rd Party Lounge." However, I believe this merely indicates that the staff are contracted and are not BA employees. Since on OW's website it is not listed as 3rd party-operated and the fact it is called "Terraces," I believe eligible OW elites and J / F PAX should be allowed access when it is open provided that capacity is not an issue. (I believe BA can cite the capacity rule since it probably only has enough space to accommodate BA PAX.) The BWI Cheasapeake lounge is a similar case, where only BA's website (and not OW's) indicates it as 3rd party-operated, and I have accessed that several times when travelling on AA domestic FLT. Those who plan to do so should bring a copy of the OW lounge access rule with them though, which is what I had to do for accessing the BWI Cheasapeake lounge.
