Fair enough. I've not been to some of those airports (not ever, or not in a long while). Then who imposes these requirements if they're not uniform? Local airport management?

And I do agree with people wandering off and generally being clueless, though I still think 20 metres (not exaggerating here) at a practically deserted airport doesn't really amount to a risk.
