So the passenger who pays the least for the ticket, pays the least for an extra bag.

Even if these were the right prices then this seems quite normal marketing principles. Those who can pay more pay more.
When buying a car metallic paint for something like a Skoda is a cheaper option than metallic paint on a BMW. The price for the extras does not have to be related to the actual cost but what the market will bear.
