I don't see why not. The current wording on the apps says: Welcome bonus offer not available to applicants who have had this product within the last 12 months or any other Consumer ZYNC®, Green or Gold Card or Platinum Card® account within the last 90 days.

Would my chances be better if I had no MR account at all and no blue or gold card?
I don't think whether you have a MR account or Blue would matter, but if you have a gold it might. Have not seen much for reports on if they are enforcing their new wording or not.
