I'm not sure that's entirely accurate. I was in Rome last month and tried to use my Citi TY Premier MC with Chip & Sig at the train station from FCO and it kept asking me for a PIN and using 4 0's did not work.

On the return train back to FCO I tried again but this time entered my PIN and the transaction was approved and counted as a purchase.
