Wouldn't instant airport upgrade work in this instance? Pay for fare difference at the airport and do the upgrade.

I'm thinking of doing it for an upcoming trip and I know there's a risk of a full flight. For a flight 2 weeks away, local office is saying J is still clear but when I got through to MPO they won't release the seats.

I'm thinking when I get to the airport, it becomes CX "loss" not to accommodate a mileage upgrade if seats are available.
