I don't think that someone in Ireland can participate in the Radisson Gold Rewards program.
According to the Radisson Goldpoints FAQ:
Due to legal constraints, the Radisson Gold Rewards Program is only available to residents in the U.S., Canada, Mexico and the Caribbean. Residents outside of the U.S., Canada, Mexico and the Caribbean can receive 500 airline miles per stay with one of twenty-three participating airlines simply by showing their frequent flyer card at check-in.
