You're concerned about potential Irreg ops with US out of PHL and yet are considering ORD? Come on, your PIT flag is waving. Depending on dates, PHL-FRA can provide 3 options, 2 on US and a backup with LH - in both directions. I always feel it's supportive to use the services available in my home city/state, when possible. For example, if I were say making a trip to France to promote Pennsylvania business overseas and attract foreign investment, it would seem a bit contrary to that purpose to use a non-PA gateway.
