I contacted Chase through their online message center about the same thing. This was their response about three weeks ago:

I have reviewed the account and can confirm that it does
qualify to be product traded to the Premier status
. I have
included the Premier information for your review. If,
after reviewing the information, you decide to change to
the Premier status, please contact us to make the request.

Below I have included some information about the Chase
Marriott Rewards Premier program. You can also find
information about the benefits this card offers online at
www.chase.com/marriott.

Marriott Rewards Premier Visa Signature:

? $85 Annual Fee
? 1 point for every $1.00 spent in purchases
? 2 points for every $1.00 spent on airlines,
rental cars and dining purchases
? 5 points for every $1.00 spent at Marriott
Rewards locations
? No Annual Cap
? Receive 15 nights stays towards the next
Elite status level each anniversary
? Receive a category 1-5 Free Night Stay
Certificate each anniversary
? No foreign transaction fees billed on
international purchases made with the card

Your account number or Annual Percentage Rate (APR) will
not change with this upgrade. Within 60 days of the
upgrade being processed you will receive a partial credit
for the unused portion of the $30 annual fee, if
applicable, and the new annual fee of $85 will be billed
to the account. Because enrollment bonuses are one per
Marriott Rewards cardmember and not per account the trade
would not qualify for any enrollment bonuses.

If you agree to the new annual fee you can either respond
directly to this email or call the number on the back of
your card to process your upgrade.

If you have any further questions, please reply using the
Secure Message Center.
