You can just call them if you'd like. My wife's app was in pending mode and so when we called the recon line they said it was still in que, but they did confirm the sign up offer even before she was approved.

YMMV, but unlike Amex and their vagueness or differing to someone else, I have found Chase to be very straight forward.
