Select memberships are provided by
all USA-based financial institutions, not only American Express. This is a restriction in the contract between Priority Pass and United Airlines. Chase isn't a party to that contract. Making an exception for Chase could make it clear that Chase muscled out other card issuers and might provide the basis for an antitrust complaint. (Continental was very careful to say that it was their own decision to leave Membership Rewards, and that Chase did not influence them. I don't believe it, but they said it.)
