Slightly different interpretation: when Citi announced the Executive AAdvantage World Elite MasterCard they mentioned
Chip & PIN, but now they have backpedaled to
Chip & Signature. I surmise they have encountered a technical obstacle, but seeing that Chase (and others) were issuing
Chip & Signature they decided to begin distributing the cards. PIN verification can be added later.
