If you could simply pass targeted offers on, they wouldn't be very targeted, would they? I seriously doubt it.
For most banks/cards I agree but this doesn't seem to be the case with Citi or at least Citi AA cards. The famous 75k offers were very much "targeted" with no public landing page available.
