Or just take the train if you're not in a terrible hurry.

Take the Haruka Express to Shin-Osaka or Kyoto and hop onto the next Nozomi or Hikari Shinkansen. (They leave every five to ten minutes, depending on the time of day.)

This will get you into central Tokyo in about three hours.

It may even take less time than flying, given that you have a four-hour transfer between airports, and you'll get to see some of the countryside.

Hyperdia tells me that if you clear immigration by 10:00AM, you can be in central Tokyo by 2PM for a combined price of 9650.
