Can you transfer Honors points with a brand new account?

I've got a brand new HHonors account with zero points and zero stays in it. I want to buy some points and transfer them to airline miles. That might be the only activity that happens to this account in its lifetime. Does Hilton have any rules against doing this? I don't want to go out and buy a ton of points only to find I can't transfer them.


P.S. - In case anyone thinks that what I'm doing is underhanded, I will say that I actually created the account for legitimate purposes because I thought I was going to have to stay in a few Hilton properties for work. That didn't happen. Also, once upon a time I had a legitimate HHonors account with a ton of points on it that got closed due to inactivity. So I don't feel so bad taking a little advantage of Hilton.
