Yeah, but there's a difference between "no minimum fare" and "no class restrictions".

Travel must be booked in H V M L K or W inventory with a minimum fare of $299 per passenger.
If they've just dropped the fare restriction, you still have cases where, for example, the cheapest fare is an S or Q fare at $198 roundtrip, and the cheapest HVMLKW fare is $459.
