Read your own post "no pre-selection of E+, but reduced fee to select E+ at check in (50% of fee for general member)". That doesn't sound like "free" to me? The only reason I fly UA is for free E+. I can take more direct flights with AS that usually cost less, so if I'm going to be stuck in regular E, I'd rather get there quicker and cheaper
