I don't think they have room at terminal 1 to expand since Alaska shares that part of the terminal. Southwest has the largest chunk of gates at T1 and market share at SAN as you probably know.
The expansion at T2 "Green Build construction" is supposed to add 10 more gates doubling the capacity at T2.
