TD Bank bought Commerce Bank in 2008. Commerce Bank's 'lobby hook' had been the coin counter machine for more than 5 years before that. Commerce Bank offered the service free to their customers, 6% fee to non-customers. TD Bank continued the practice after the acquisition
In Northern NJ/New York City/Hudson Valley New York, Commerce Bank always had it for free, and kept it free for customers and non-customers well after it was purchased by TD. In fact, that used to be one of their selling points (free coin counting for everyone) and I took advantage of it many times without being a customer. This is a relatively new practice that TD did in late 2010/early 2011.
