Strangely, there are few restaurants in South Beach with a view, Smith and Wollensky is about the only one.
My favorite place with a view is Monty's, but it's the opposite of upscale:

Anyway, this is a good place to get away from it all. It's a casual waterfront restaurant with a tiki bar and pool. On a recent visit, the dining room smelled like dirty mop water. I recommend the tiki bar.
