I think it's only standard procedure if you order a special meal, and they don't have anything comparable to offer you in executive class! In my case, I truly am a vegetarian, and do not want to eat beef, chicken or fish, so I'd rather have my vegetarian Y meal than no food at all!
On my last YYZ-CDG flight in exec class, (upgrade confirmed at the 7 day window), I ordered the Oriental Veg Meal, and received stir fried vegetables over linguini noodles with some sort of a teriyaki/soya sauce. Quite good, but no protein in the meal.
