Yes, both parties have their accounts validated. That isn't the problem. I sent them an email and got back the reply that you can fund your account through ACH for up to $1000 a day, and through credit card for up to $100 a day only (upto 30 transfers a month). Seems like too much work. Does funding your account first through credit card get treated as a cash advance? When I tried to do that, it gave me a warning that the credit card company might treat it that way, but wasn't sure if that was actually the case.
For me, I just charged the payment to my CC without putting the money in the Serve account first (zero balance in Serve, use backup funding). Max is the $1K I believe. For an AMEX billing it came through as the following:
