He is talking about a provision in the recent financial reform bill that says all payment processors (i.e. Paypal, Serve, Etc) must issue 1099's to anyone that receives over $20,000 in payments AND 200 payments in a calendar year.

There is debate (and no one knows the answer) on whether or not payment processors will go above and beyond and elect to report people that do not cross this threshold despite the fact that they are not required to do so. All we know is that they must report people that do cross the above mentioned thresholds...
