My guess is that this is a preemptive move on Pistole's part to meet employee demands by putting a toothless union in place. This gets him off the hook on this issue and the quiets NTEU and AGFE whose only real interest is in securing employee dues for their own coffers.
Pistole stays true to form by disregarding the interests of his own employees just as he has done to travelers.
