I agree with this - depends on the situation.
I have used 15,000 miles on $350 ticket, and
I have used 55,000 miles on a $850 ticket.
No one rule of thumb is really viable.
My general rule of thumb is $0.015/mile
I don't consider upgrade usage applicable, since you can find System-Wide upgrade for $200 or less sometimes, but of course you have to have a higher fare ticket.
