Have you considered flying from BUF.
Greyhound and Megabus both run buses directly to/from the airport for $19, parking is $50 a week, lots of hotels offer park n fly. Fares should be in the $800 range (less if you check out the mileage run discussion trick thread)
Also check Icelandair, they sometimes have cheap flights to FRA from YYZ.
