Yes, but if only the YYZ-YVR portion can be confirmed in advance, it would be a shame to burn an SSWU on that in case the transpac does not clear. So while the promo is in effect, I don't see why this would not work. In fact, you could use the SWU for the first leg, and if they mark "CERT PULLED YYZ" in your file, perhaps not even have to hand over the SSWU in YVR. Not that I'd suggest doing such a thing....
I've used a SWU cert during such a promo for the Canadian leg on the return portion of an international itinerary without any problems.
