Exactly. The room upgrade benefit is only for Golds and Plats, not for silvers. Its tough, but I was a silver for many years before I finally made gold and then plat. As a silver I would occasionally ask if a room upgrade was available depending on the property, but I never expected it or whined when it didn't happen.
