From the FAQ at the bottom of the website:
"Who is eligible to participate?
Any resident of the U.S. who is 18 years or older may purchase a
fixed-price offer with any valid credit card. To bid in the auction, you must be a legal resident of the U.S. who is 18 years or older (or 21 in some cases) and a holder of any valid American Express® Card."
