The lane checker is a private contractor, and should only be at the Elite line to make sure qualified customers are using it. After some lobbying by me (and I'm sure others), the Elite lane for CO in T1 was moved and a checker was put there after the original checkers were let go.
Having said that, I've noticed T2 has a checker at both ends - the Elite lane, as well as the opposite lane (the "Squeeze") - what they are doing at the opposite end, I have no idea. You don't need to write a letter (which will be ignored), just ignore the checker as long as you're using the lane you're entitled to.
