well in all technicalities theyre a "US airline" lets not fool ourselves here. Anybody with an independant thinking brain knows they arent and its a big paper shuffling scam. They arent the only ones though. DHL Airways operated in US airspace for decades skirting the rules. On paper they were 51% US owned but behind the scenes the money shuffling took place
