Depends how is your spending and mileage conversion pattern. If you consistently spend big amounts oversea then yes. If not, you better double check.

For myself the flexibility of converting anytime with no cost out-weight the service fee by using DBS Black.

My Annual oversea spending : Approx HKD 40K
Translate to 16K AM using SCB or 13.3K AM using DBS
so it's the decision between 2.6K miles vs 300 HKD

If it's once every 2 year I have no complain and just pay the 300 HKD, but I redeem award fairly often so the flexibility is more important to me.

that's still bit better than Asiamiles top-up (1 HKD to 4 AM) but well seems not a good choice...
